Does anyone know of any good art programs? I have Asus Windows computer and I am willing to spend little to no money

I updated this list art programs a few minutes ago and of them all I'd recommend ArtRage (get a trial at least, see if you like it) and GIMP (it's freeeee) for raster painting, Made With Mischief (probably the better of the two?) and Inkscape for vector (I haven't used either but they seem neat and the prices are good). Krita's suite of programs looks nice too and I've heard good things.
Also think about getting a tablet! Monoprice or a Wacom.
