Yup, I checked it and one of the tags on the soundcloud is "Frequality" and "Newgrounds".

I posted in this Cleanup a song named "PartyStorm" that used pretty much the same sounds. Also if you search on YT "Skrillex - Energy Rifle"(not by skrillex, it is just a bunch of loop WITH A STRUCTURE), you can notice that some sounds in this one are the same in both songs.
