Can a Mod ban him or get him to stop?
Your best bet for getting rid of idiots on the forums is to go down to the list of online users, find a mod there (they have names that are a different colour to the rest of us), and PM them with the details of who's doing what.
I just sent that guy's post history to an online mod, so he should disappear fairly quickly now.
