Its actually Fate Zero i think .
Some of the only anime I ever liked was Bobobo-bo-Bobobo and it was pretty funny/actiony.
But the comedy was the worst part of both of those shows, especially Soul Eater. I loved FMA Brotherhood and Soul Eater was okay, but the painful attempts at comedy in FMA made me wince and the even worse excuses for humor in Soul Eater made me groan out loud.
Good comedy seems to be rare in anime, but not nonexistent. Cromartie High School, Great Teacher Onizuka and Shin Chan are funny. Lupin III is fairly amusing, but more than that, it's just a very fun and charming show (and long series of movies) altogether.

Kill la kill had action, but it's also pretty "fan service-y"
While it is a very old Anime Ranma 1/2 fits what you are looking for perfectly. It is both Action and comedy. I still can't get enough it to be honest.
