You need to use the correct ritual.

First, you must kill a rhinoceros and wear it's head as a mask. Next you must stomp around quite a lot. In fact you must do it so much it annoys everyone wherever you go. It's like the "bat signal" except for Stamper instead of Batman.

If Stamper doesn't appear it's because you're just not stamping hard enough and/or you're using a fake rhino mask instead of the real deal. By the way you must kill it with your bare hands too or it won't work. Using a rhino head someone else killed or taking one from an already-dead rhino won't have any summoning effect, sorry.
