The engineered virus of the "mutated" Ebola virus could make sense; the West has done similar shit in the past in the name of human expirementation.
But "growing economy" my ass. That place is a shit-hole...such a shit-hole, that its plausible that a mutated Ebola was simply naturally cultivated and then it got to the epidemic proportions that it is today.

1. Ebola has been around for a really long time
2. If anyone designed it to eliminate a mass amount of people they'd engineer it to spread through the air, with the way it currently is you have to drink someone else's spit or urine to get it.
