dc-x import disk

ive been hearing about an import disk called dc-x for games forthe old dreamcast system and it got me thinking since you have to downand a game and burn it onto the disc anyway. is it possable to make a game and burn it on to it so i can play my games on dream cast or would i need to mod an existing game for the codes to make it work
