On Newgrounds? Simply sign up a new account with a different e-mail adress. But don't use your alt account to get around bans or something.

Simple create another account using another e-mail address. You can't use the alt to avoid bans or anything like that, otherwise both accounts will be deleted.

Do you mean the "Contact Info / Websites" section on your main page (the little section under your age and location and stuff)? Just simple click the pencil to add links to your other stuff like Youtube, alts, games, etc.
