Anyone who knew me back then will tell you that I sure as hell wanted it to be.
Anyone who knew me back then would tell you that I sure as hell wanted it to be.
Anyone who knew me back then would've told you that I sure as hell wanted it to be.

Uhm, out of these 3 sentences, which one works?

The third one is the best option.

Depends on the context that the sentence is appearing in. The first one you're appealing to the reader to seek out confirmation from a third party. The second sentence comes off more that you don't really expect the reader to seek out a third-party confirmation. The third sentence has more of an implication that for, reasons unstated, the reader can no longer get the confirmation from a third party.

This is a first-second person POV essay where I am directly having a conversation with the reader. The tricky thing I guess is I shift tense to talk about past events and then present when I talk about myself in context of being in the room speaking to the reader.

Sort of like when time freezes in the middle of the movie and the character is talking to the audience and foreshadows?

Now that I think about it, all of those sentences can work, but you don't provide us with any text to compare the three to really decide which one is correct. If you need to know which sentence is best for something you're writing you should type up the portion in which one of these sentences are to be used in. It all depends on the surrounding text.

Still, it would've been easier if you just typed the surrounding text of where you wanted to place one of those sentences in your essay. Too late now though.

The first sentence is the only one that doesn't work, in my sense at least. It implies that anyone who knows you will eventually tell the reader that "you wanted" whatever you wanted. Which is kind of weird if you think about it :P

Uhm, out of these 3 sentences, which one works?

"I sure as hell wanted it to be. Anyone…everyone who knew me back then could tell you that."
"Anyone who knew me back then would have known I wanted it to be. Sure as hell, I wanted it."
"People come and go. Them people I knowed in them ole days woulda sayed I sure as hell wanted it to be."

All three of them work; they're perfectly grammatically correct and all mean different things.

Good, I thought it might be a trick question and they were all wrong.

The third one looks legit to me.
