I guess you'd then run a life orb if you're going the return route and a focus sash/normal gem if youre gonna go kamikaze with explosion. Choice band also sounds good.

If you're saying that the move will make the opponent run from the battle, that won't work since you can't run from a trainer battle.
If you're saying that the move will make the opponent pokemon involuntarily switch out with another one, there are already moves like that. Roar and whirlwind do and these moves have 100% accuracy.
Also, why would you run a low accuracy status move on an extremely frail pokemon who's main selling point is sweeping?

I could imagine a Creeper Pokemon having an ability that lowers the damage of explosion but damages the entire opposing team (like some sort of instant carpet-bombing version of stealth rock).

I think it was just a joke on the fact that creepers hiss before they explode. But if it's going to be a move that makes the opponent switch to a random pokemon and has 50% accuracy then it should have a secondary effect.

how about Hiss having a 50% chance of switching the opponent's pokémon, if that fails then it literally becomes explosion.

I think it would cause controversy because the game would depict a suicide bomber animal that would cause great damage to pokemon in an otherwise light-hearted children's fantasy world

Why is Explosion a normal-type move anyway? Wouldn't it make more sense if Explosion was an electric-type or fire-type move?
