You could always try the 30 day trial to see if you like it. Alternatively there's Pencil. I believe there's a free student edition of ToonBoom which would probably be a better option than Flash Professional.
flash pro cc on adobe give you monthly payment solution i think its 19.99/month this i s what i use and they give you free updated with extension manager and all and the customer service is just totally awesome at adobe so i hope it help

Adobe Flash, Toon Boom, Anime Studio. I use Adobe Flash, but Toon Boom is a lot like it. Anime Studio is supposed to be more for tweening, but I really like Flash. Download Adobe Flash's 30 day trial, or the Toon Boom trial. The Anime Studio demo is harder to get, requires a email I think. I just typed this as my kitten was jumping around on me.
