Well, for starters you need a hell of a lot of prerequisite expertise. And you also need a hell of a lot of money to throw at it.
So if you really want to do this, go learn all you can about computers, programming, electronics, electricity, magnetism, engineering, etc... and when you think you've learned enough you're just getting started. Keep going. And then when you think you've finally learned enough you're just getting started. Keep going more. And so forth.
Then come back in 15 years and save up a ton of money and *maybe* you'll have a shot at it. Maybe.
Good luck competing with whatever console comes out by that time and hope you have enough money to finance it.

dude im not making a mainstream console its just gonna be a cute little thing for classic and origanal gaming and to give to friends any one who wants it. nothing more then a thing for a gamer who wants a classic feel with original content thats all now does any one have a step by step for building the console or not

Because it's not a simple thing to do. When I say it requires all that prerequisite stuff, I really do mean it. Even if you want to skip the actual "building a console" step (and thus do a software emulation only) it'll still take years to learn everything you'll need. It's not possible to condense this down to a simple tutorial format but the information is out there. But it'll take a *lot* of work from you over a long period of time if you want to do it.
Okay so, want to skip the "building a console" step and just do it in software emulation only? Then you'll need to learn very specific assembly languages, very specific hardware-specific things to whatever console you're looking to emulate, and you'll just generally need a *lot* of low-level computer knowledge to make it all work. Doable, and the information is out there, but it's not simple.
I think your best bet is to learn how to work with Arduino and build a platform that contains roms and can hook up to televisions.
A couple days ago you asked where to get some vintage game system and I told you to build one. I can't believe you're seriously taking my advice.
Look up the schematic for pong console and do your best to recreate it.
