No effort is placed into the making of video games. Textures, maps, models, sprites, code... they can all be created in a matter of seconds! This is why video games will never be art!

It depends on the game, or more importantly, the motive behind making the game. If it's created to to make you feel something, or to tell a story or send a message, then I'd consider it art. If it's just something slapped together to make money, I wouldn't really consider it art.

So does every other medium. The existence of a commercial mainstream doesn't invalidate the entire medium, or you'd also have to say that film and music and books and everything else aren't art.
In video games like in all those other media, yeah, art and commerce overlap. And also like in all those other media, there are mainstream games that lean more towards the commercial and there are independent games that lean more towards the artistic. If the likes of Gone Home or Papers, Please or even a major studio work like Shadow of the Colossus aren't "art themselves" then I don't know what art is.

Music isn't art, it's just a way for chanting monks to make their voice travel over long distances.

I consider some games to be art, as in having fantastic art styling to them, but video games are supposed to be entertainment first and foremost. Somewhere along the line, it seems like someone either totally forgot about this premise, or just make arthouse style games for a small segment of asshats to gush over, and treat it as it's the best thing for gaming in whatever amount of time, when that's not even close to the point of video games in the first place.
Just stop worrying, and love the bomb.
