Flash Animation Help

I'm still kinda new to flash I'm not sure why the tween is messed up. I wanted the arm to rotate on the white sleeve. If anyone could help me with this I would appreciate it.

When you select a graphic/movieclip, you'll see a white pivot point, drag that point to the white sleeve. (make sure the pivot point is at the same place in both the first and last frame.

Yeh. I did this but it's still not working.

I found out what I was doing wrong. I had to have each symbol on it's on layer. Using the distribute to layers function this was fixed easily. I'm glad that's over with..
