Its been so long since I signed up, but I believe that when you do sign up, you get 5 exp. automatically.

You used to get +5 EXP for each of the ' Receive NG news updates?' and ' Receive daily Flash Portal Top 5 notices?' options checked, though I'm not sure if it still works that way, there's no text mentioning it on the page.
