I heard you need internet at all times, is that true or can you play offline if you lose internet connection or if your behind on your bills for your internet? I want to buy this game from steam, but I don't want to be forced to be online at all times.

As far as I know you need a Square Enix account, your save files are stored on the Square server.
I don't know if you can choose to disable Square cloud service.
Steam says to backup your save files you need to enable steam cloud, so maybe you have no local saves.
You may need to be connected to start the game up, but cloud saving is optional, and it doesn't shut down on you if your internet dies.
