I insert an audio file (.mp3) into my library, then, I drag it onto scene, or copy and paste it, to put it in my timeline. When I'm set to "Stream" for sound under properties, whenever I hit play the animation will play, pause for a time of about 5-7 frames on the 3rd frame from where the sound begins on the timeline, and then continue. This doesn't occur in the .swf but it does when animating, which makes it a pain. This doesn't happen when the Sync is set to Event.
I was wondering if anyone else was having this problem, and if anyone knows any ways to fix it. If you can help out, I'd appreciate it. Thanks again.

I have a problem with .wavs as well; it always shows that they have no sound, which I'm looking for a fix for.

Actually, I got .wavs in when running them through Audacity (recorded in Audition), and the same problem occurs.

Yeah that's what mine is set to. It might actually be a part of Flash CC for all I know (unless someone else has it and it doesn't do it), but from what I've searched I haven't found anything. I can probably adapt to it or just keep it on event sometimes, thanks for the help though. :)

You've tried to set it to the highest quality setting in the Publish Settings page, too, correct?
