Speed Metal isn't actually a genre. Progressive Metal would be bands like Dream Theater and Symphony X, or Ihsahn's solo work. As for Speed Metal and DragonForce, DragonForce falls under the category of Power Metal (they remind me a bit of Rhapsody of Fire).

Speed Metal would be stuff like Motorhead. (considering they're credited with being the first Speed Metal band)
And they do not sound anything like say Dream Theater or Savatage.
If any sub-genre of metal can be described as being similar to Speed Metal; it'd be Thrash Metal.
