Hello! My name is Victor and i am an animator new on newgrounds. I am gone to participate at the animation tournament.

If you're thinking of participating in the NATA, which actually starts on 3 May, it's too soon yet, bruv. I don't want you to be disqualified for participating in something which should start in May, but completing it long before -- that'd be against the rules.
Why don't you ask for your music closer to the start date?

If you're really keen on winning this contest fairly, wait your turn like everyone else, until May. All the other animators are looking for music too, you know, and what makes you stand out against the others? We've got no work from you, so we can't see what kind of credentials you have.

No you're right. You shouldn't start before the 3rd of may, but it's a good idea to be prepared, get your team, gear and stuff together. I'm sure there isn't a rule against that. Neither is there a rule to start practicing before the competition starts, else everyone who ever made an animation before wouldn't be able to enter. Just make sure not to publish or share "early versions" of your eventual submission before the 3rd of may, or else you will indeed be disqualified. Just a friendly reminder. Good luck to you mate! It's a good idea to show what you've done before to get new people on board. Can you give us a link to your previous work, or upload it to your profile?
Also note the theme for the open round will only be announced on the 3rd of may, so you can't say who or what you need before that time. Last time one of the rounds had a theme where you had to pick one or more out of 4 different songs to use in your animation, so you couldn't very well ask for an additional composer..

The rounds where it didn't matter what music you used (as long as it wasn't copyrighted) I'm sure some of those tracks were not produced or made during the time of the actual contest except for specific rounds where the music assets were given to the animators.
Some animators like to animate to music where as Hikarian had me "on board" before or during her work on her final entry, but I didn't actually start working on anything yet. I actually ended up scoring the fully edited cut of the winning animation after she was totally done. So even in that case you may have a better result if you get someone to score your animation after you've completed it. Going about it like how we did for NATA 2013 had some nice and surprising results. :D
I think it'd be okay to have a composer on board, but I think gathering assets might be close to "starting early."
I'm all for building up some inspiration to prepare yourself for endless days of hard work, but you shouldn't actually start putting things together until then.
