Actually we put @johnnyutah in charge of all of that now.
you have to upgrade to a Newgrounds platinum account to get past level 10 you also have to upgrade to a Newgrounds X to unlock all other features ( X means xtra)

Alright, since everyone else is sooooo hilarious, I suppose I'm the one who has to teach you.
It's quite simple, really. Here are the following steps.
1. Pick a MOVIE or GAME. (Audio and Art will not do.)
2. Find the the box that features a red-haired kid (affectionately referred to as Pico, because that's his name.) and something that says RATE THIS SUBMISSION.
3. Watch/Play movie/game.
4. Pick one of the Picos according to the number, or 'score' you think the submission deserves.
5. Repeat steps 1-4 four more times.
6. After 5 votes, you will gain 10 exp. points.
That's the only way you can rank up.
Happy ranking-up...ping... Yeah.

Also, to increase B/P rank you need to vote 0-1 on submissions that get deleted or 2-5 on submissions that get saved, giving you either a blam or a protection point. To improve whistle level, mark reviews as abusive... though only reviews that really are abusive (or you'll get your whistle level lowered), like BLAM THIS PIECE OF SHIT or FUCKING WORTHLESS PILE OF PETRIFIED GOLDFISH MUSH.

to level, you've basically got to be NGs new bitch, they get through so many.
Effectively it starts with giving blowjobs to Tom Fulp then Wade Fulp and the other NG crew, then you have to move on to the mods and eventually they'll reward you for your efforts.
Well know everything else but what is blam and save how do you earn it.

A blam means the submission is dead and gone.
A save means the submission passed judgement and is now technically on the site.
If enough people vote really low on a submission it'll get blammed.
If enough people vote somewhat high or in the middle on a submission it'll be saved.
A vote of 0-1 counts towards a blam. If the submission passes you do not get a blam.
A vote of 2-5 counts towards a save. If the submission fails to pass you do not get a save.
