No doubt this has been asked here before, but how much do programmers generally want to be paid for your typical flash game? Like, what's a fair price?

It probably varies a lot from programmer to programmer. There are plenty of programmers on this site who would be happy to collaborate without pay (other than an equal cu on potential ad revenue, of course) if it's an idea they'd like to work on, and have time for. Then there are those who make a living of of such things, in which case... well I have no idea, I guess anywhere from $10-50 for the full product (excluding design) to $10-50 per hour would be fair, depends on the person.
