Do they have to be made by the people who upload them? can post any gifs from like funny, rude, action ETC?
If you are posting them in a thread try to make them relevant and not anything like child porn and they must be under 200k.

If you're speaking of uploading to the art portal, then yes, they have to be made by you... or if it's a derivative work (based on another CC-licensed submission that allows altering) you need to follow the terms set out in that license.
For topic images those copyright regulations don't apply though, pretty much anything goes as long as it doesn't break forum rules (nothing obscenely adult without notice, nothing illegal etc).
