The person in that video is using a Graphics Tablet, which has a pressure sensitivity that makes the brush size bigger and smaller depending on how hard they are pressing down.
If you don't have a tablet, you can't do this. Otherwise it is under Shape Dynamics, and the control (under size jitter) is pen pressure.
Reducing the Spacing (under brush tip shape) to 10% also gives you nice smooth lines. I don't really see why the guy in the video wants to work with the pencil tool rather than brush, since the anti-aliasing isn't a problem.
The other inking tip I know is that it helps to draw on a new layer, and colour beneath it. If you do your linework directly on a white layer (say you scan in some inkwork) you can make the white parts invisible by setting the layer to Multiply.
Otherwise you can have some fun experimenting with brush settings, and find something that works well for you.
