It depends on how drunk she is.

I think it'd be morally wrong to have sex with a random drunk woman in most cases if you're not drunk. If you're sober then it'd just be too easy to take advantage of someone that's blacked out. If you're both shitfaced though... well shit happens and you can chalk it up to a bad decision you both made while inebriated. Hope you brought a condom.

It's probably not a good idea either way but I don't think it's always a moral dilemma.

Speaking morally, it would be better if you were both drunk. I say this because, as a poster above pointed out, it's too easy to take advantage of a chick if she's drunk and you're not.

Then there's the legal aspect. Though I don't agree with this, if she's drunk, then she legally can't consent, which leaves a lot of room to cry rape. I'm by no means condoning taking advantage of drunk women. That is rape. However, even if she's coming on to you, if she's inebriated, she still can't consent.

From a standpoint of morals though, as I stated above, it's better if you're both drunk. Someone who is sober can look at a drunk chick and think to themselves, "Hey, drunk chicks are supposed to be easy. Let's see what I can do here." Though it's a sad reality, I know quite a few guys who make it a point to get women drunk just to have sex with them. I'm sure anyone who associates with people who party does. This is not only morally wrong, but also a very slippery slope due to the potential of going to prison and having to register as a sex offender.

Though, as Entice said, it depends on exactly how drunk she is. If she's still fairly capable of making somewhat sound decisions, it's not as bad. But completely and totally sloppy drunk is just... no.
