No. People need to stop buying gaming consoles so the only platform to develop for will be PC.
Same goes for DVD players, cable TV, fax machines, and landlines. All of this ancient tech that we have no need for just takes up space in offices, homes, and assembly lines because people refuse to let go of the past.

It's inferior technology and it breeds game design contracts which make it illegal for developers to port their games to a PC or across the aisle to competing consoles. Gaming consoles are lagging 5-6 years behind gaming PCs in every category except controller design, and name branding.
It's a waste of natural resources that takes up factory space, raises demand on plastic supplies, and uses more electricity to meet a worse end.
Online distribution platforms for gaming PCs would use few DVDs. DVDs take a ton of plastic and energy to make, a ton of money to distribute, slow down distribution times, force developers to create games with specific architectures that don't allow them to be updated, etc. Sony, Microsoft, and Nintendo have started (iirc) including online patching systems, in-system gameplay, online distribution services, etc, which changes the game a little bit but still doesn't measure up to the untamed progress of PC gaming.
Fucking rant aside, PC gaming is adjustable, modifiable, scalable, cheaper to distribute, less wasteful, and cannot be given arbitrary rules about who may develop for which customers.
Console gaming is just brand driven crap thrown to consumers with a huge tradition of advertising and back room deals to ensure that certain games attract certain crowds who will buy this inferior product.

And what if I like my dvd played and my landlines and my cable TV?
What if I don't feel like throwing money at slightly better technology just for more features I'll never use and stop caring for them after an hour?
What if I don't want to get a new Iphone every other month just like every other idiot?
My current technology does enough for me. So why bother buying into all this mass-consumerism?

We live in a largely capitalist world.
In a capitalist society, competition fuels prices changes, makes jobs, stimulates the economy, and leads to advancement. In a world with only pc games and no console games, monopoly is bound to happen. Monopoly is poison to both people and the capitalist system. Monopoly raises prices, destroys jobs, limits selection, and makes competition futile.
If you took consoles out of the equation, gaming pc prices would sky-rocket, high-end computer part prices would skyrocket, people from Sony and Microsoft and Nintendo would lose jobs left and right, and lots of devs would be out of the job.
How about you stop thinking only about how good your graphics are, and start caring about others?
