24 or 25 FPS depending on what medium it will be broadcasted. And if you suck at drawing your characters.. You should practice regular drawing skills before going for full character animations.

Ok, well i go try that then.
When i started drawing, i drew on every notebook i used for school. I just keppt improving and improving at drawing. But, since i sketch when i draw i have a hard time doing the line work afterwords. So here's my advice to you:
Always draw
Also, start tracing pictures often to get better line work for your animations( I just started doing this yesterday and i'm still very rusty, so hopefully this would help you.)
Try drawing a base for your head and go from there. Dotted lines are to me erased. Grey dotted line is where the bottom of the eye is. The rest should come easy. I have a picture of the second part if you want it. Sorry that it's not so great. I drew it with a mouse.

Thanks ill try this.
Basically what everyone said: Try reinforcing your drawing skills (anatomy, perspective) before attempting animation or else things just get messy. Learning animation is way more easy with a solid foundation in drawing.
I learned this the hard way.

No problem. It's not the best representation but it should help to get the basis of a head. Remember that heads should be 3d also so remember curves. Shading helps to
