I didn't know that one was unpopular. I thought it was pretty good. In fact, Theme 7 is one of my favorite Ulver songs.
I still haven't heard their last two albums, but Wars of the Roses was good. Nothing on the level of Melancholy, Perdition City, or Blood Inside, though. I actually have a Blood Inside hoodie. It has these freemason symbols and stuff. Got it from Plastichead a few years ago along with my Solefald - Red for Fire/Black for Death hoodie.

Not necessarily. You have bands like Electric Wizard who to some people "peaked" at Dopethrone which came out right at 2000. But to be honest I feel almost everything they've released afterwards was on par with that.
Granted yes they did release a few not so great things (their split with Reverend Bizarre and Processean come to mind) but overall they never had a moment were they went "down hill" to me.

Solefald. Neonism (1999) was a masterpiece, but so is every single album since then so far. Also Melvins, Boris, Ulver, Tool (when is another album coming though?), Boards of Canada, etc.

Just because a band isn't necessarily doing their absolute most vital work anymore doesn't mean they've "gone downhill"; there are plenty of artists who peaked before the '00s and have still made some great music since. Off the top of my head:

To be honest I think Boris have released some of their best material ever post-2000.
I mean they released Flood in 2000, Heavy Rocks I in 2002, Feedbacker in 2003, Dronevil and Pink in 2005, and Heavy Rocks II in 2011. Not to mention all their stuff with Merzbow was done post-2000 as well.

All but one of my absolute favorite Boris albums (Pink, Heavy Rocks, Altar) came out in the '90s. That would be Amplifier Worship.

I love Amplifier Worship (favorite songs are either Huge or Ganbou-Ki) but I'd say it's probably my 3rd favorite after Heavy Rocks (2002) and Flood.

But if I were to include that as just a Boris album I'd rank that as my 3rd and Amplifier Worship would be in 4th. Mainly because I love the song Her Lips Were Wet With Venom because it has the entire line-up of Boris and Sunn O))) (even though that's only Greg Anderson and Stephen O'Malley) with the addition of Dylan Carlson on guitar.
Yeah, Huge is my favorite song on Amplifier Worship, too. My favorite on Altar, though, is the Sinking Belle (Blue Sheep).

I'm always fascinated by how similar how musical tastes are. A Quick Fix Of Melancholy and Perdition City are some of my absolute favorite albums ever :) I still haven't given enough listens to Blood Inside, though.
