Let's say I want to make some comic strips. Mainly for the lolz, although my art is far from the best. Now it isn't crap on a canvas, but it's definitely not up to standard with most artists here.
Would I get hated immensely/banned for breaking rules/frowned upon greatly for posting such comics that are meant for comedic purposes and not as much for aesthetic value?

No, you wouldn't get banned but you have to be scouted to post work in the art portal in the first place, which generally requires some degree of artistic ability.
