This is sorta majorly messed up. If you adopt a kid it is normally becuase you want to love them and raise them.
Well if it turns out you can't "passing them off" although fucked up is a reasonably viable way to both keep them in the USA if they are international, and keep them in a loving, healthy environment. CPS is a really really fucked up mafia like system, read up on it. There are some seriously wrong things involving CPS and the power they wield like a retard with a spiked nerf bat.
Except one thing, from the sounds of it, the way these parents did it, they unintentionally stepped into a fucked up underground market, where pedos get there young children and abusive parents get a new meatbag to beat on.
I get it though, it's like having a child and realizing you simply cannot afford, or are not ready to raise them. It's why I'll never have kids I couldn't take on that responsibility.
