The time which all Fallout games take place in is "after the great war". "After the great war" doesn't mean that she born right after it happened, it means she is a person that was born post the apocalypse. The only stupid about the statement is that have be clarified that she born in the time where the war had already happened, because I think that's fairly obvious.
