Although Palpatine is possibly the most hate filled and greedy person in the galaxy, Mace is a force to be reckoned with.

He created a Jedi Fighting Style called Vaapad
Vaapad is different than most fighting styles because it relies on channeling the stuff Jedi are not supposed to feel, using the Darkness Inside them to unleash fury upon their opponent, the darkness focus being so powerful that Mace was the ONLY user of Vaapad to not succumb to the Dark Side.
What Palpatine has in Power, Greed, and Darkness; He lacks in Will, Humility, and Focus, as shown by his Hubristic Nature.
Mace Windu is not your Average Jedi, He is more or less a combination of Anikin's Firey Will and Strength and Obi-Wan's Focus and Mental Fortitude.
Palpatine may be able to Disable Windu, but in most circumstances I think he would win.

No, it's just terrible, the writing was abysmal and it relied on lightsaber fights to carry most of the plot, the only good part was when Obi Wan talked to him after he thought he killed him.

I'm really suprised no one (including me) thought of this before. Yes Palpatine could have stopped the force lightning that was scarring him but that was the only thing between him and a saber to the face. If he stopped it'd have been over a half second later.
Mace Windu was a wasted character.

I wasn't saying he wasn't powerful, I was saying his character was barely used, and when it was, it was done poorly. Mace was a cool idea though. Samuel L. Jackson with a lightsaber, they could've done more with it.

The fight in the movie was a lot shorter then in the book and if you take into the fact that Palpatine while very very very strong in the dark side of the force. He was old and was not the swordsman that Mace was. You are correct in assuming that Palpatine was trying. Mace was considered the greatest swordsman almost even into Luke Skywalkers age. It has to do with the fact that Mace not only was a master of all Jedi forms of Light-saber combat but was also a master and the only jedi to ever master the form called Vaapad a Fighting style that utilized the users inner darkness and brought a jedi dangerously close to the dark-side during combat. But that being said too Palpatine had two lightsabers and not one. He only employed the one during the duel and had he used both may have bested Mace. It is hard to say because that entire scene was conscripted to finally bring Anakin in as Palpatine's apprentace by turning on Mace to protect what he though was the source of power to save Padme'. Me personally I think once Anakin go there Palpatine played the weak act to lure Anakin closer to his side. Had Anakin not showed up the fight would have lasted a hell of a lot longer.
( as for the light-sabers you may ask what do you mean he had two? he actually carried two each in a hidden slot in his robes. one in each arm. He lost the first one when Mace broke the Trans-para steal window and it fell out into the night sky. which left him with only the one when he fought Yoda.)
If it comes to hand-to-hand unarmed raw combat, then of course.
After all, he's the one and only urban jedi.
It's been a year. I still believe Palpatine was trying his best to defeat Mace.

Actually Palpatine outlasted Mace Windu because not only did the Empire last for a couple dozen years but Sheev Palpatine was the only mortal person to outlast the entire events of Episodes 1 through 6 and probably then some.
