He was specifically referring to this submission:
My jazzy rendition of the Pokemon Theme Song.
He noticed that on the left it says:
"Noncommercial:
You may not use this work for commercial purposes unless you make specific arrangements with the artist"
I looked around and it turns out that all audio submissions say this.
But people having been taking audio from the audio portal without consent and monetizing it since the dawn of man, so my friend is just being a douche nozzle, right?
By definition, if there's a transfer of money be it through direct commerce or advertising, it's commercial...

But isn't all audio in the audio portal royalty free music, free to use in your animations?

"Royalty free" doesn't mean "free".
Just going on what the site says, it's not a matter of opinion. The fact is, if you want ads on your flash video/game, you have to ask the music creator.

It's not royalty-free music per se either. If you want to use someone's music for a commercial project, it is very much possible that they would like to be paid in royalties. In fact, doesn't the current system already allow this?
Anyway, in short: if you earn anything with it, it's commercial, and you thus need permission from the original author.

Just ask the artist to use it, he'll likely say yes without getting paid just for credit, unless your video is making hundreds of dollars.
