Fair enough. In the scenario of someone arranging a concert, depending on the laws of the country, the hosts will be fully or partially responsible if minors gets access to alcohol, or gets hurt during the concert.
You could say they should have "tags" of sorts that allow minors to enter, but not buy alcohol; or perhaps restrict them to a specific area; or only allow them to go with a legal guardian of X age. However none of those options are completely flawless and it's easier to just set the age limit to 18.
As for why the age is set at 18? Well they have to draw the line somewhere, and there's no other reliably accurate way to do it.

Why is it that in the U.S. someone who is old enough to drive, live on their own, work as a cashier, get married, raise children, and smoke tobacco is still not old enough to legally buy or drink alcohol? It's years and years of law making; laws in different areas and different times. They don't all match up, but each age restriction law has had its time in the courts. A lot of thought about the safety of the individuals, the public, an observation of specific crimes and accidents related and even economic issues are put into these decisions.
It sucks for those who are ready and responsible enough to be given such privileges. But these same laws have the potential for being beneficial to those that still need more time before being given such responsibilities, and to the other people that may be affected. Although, even then, it doesn't promise each individual will actually have the life experience and mental capacity to handle these responsibilities. In fact, variation in mental capacity is to be expected, it's in part why we have things like penalties. These numbers come from much deliberation and some day may be adjusted as the world and its people change.
I'm not sure what you're going through right now. But I hope that whatever it is, you find the answer you're looking for.
