In fact, that's the ONE thing the last President did that I really have no criticism of. He gave lots of foreign aid to Africa as well.

That's not so much attributable to Bush personally as much as it's attributable to the government and the airlines and agencies regulating it finally paying attention. The CIA tried to warn the admin to prevent 9/11, they ignored them.

Actually, it passed Congress by a narrow marging. I would not call that "huge" bipartisan support. But that is 2, thank you for the correction.
