I'm sort of new to New Grounds (as you can most likely see). I need help on ways to convert Sketches to Line Art. I have numerous programs like Photoshop, Corel Painter, and Illustrator. I'm wanting to get into making short flash movies, and games. I have searched all over the internet, and decided to try out NG to see if anyone knows or has had the same problem.

The first part of this video should answer your question, for Photoshop at least.

This video only show you how to colorize lineart (like you already have that line art). It is not answer to how make line art from sketch.

From tutorials what I know for Photoshop - you mostly advised to use pen tool. For me it`s like cheating. Not about I`m agains it. It`s cool, but I want to find another way.
Maybe I must learn more about pen tool, but from my point Photoshop do not offer easy way for advansed vector editing like in other software desinged for work only with vector, and if I want edit results of work with pen tool - I going crazy while trying to edit lines and points created with pen tool.

I think your question is not really clear. Are you talking about a sketch as in "unfinished / rough drawing"? If you want to turn it into proper lineart you will have to draw it. Either draw it freehand (a drawing would be helpful) or use a vector based program like Illustrator or Inkscape. The latter being better if you wanna use it with Flash, because you can resize them freely.

Or are you talking about art in your sketchbook that needs to be scanned first? In that case the video that has been linked before will help you.

I have a picture from my sketchbook that i have scanned at 600 DPI and in color. In my process of drawing I rough out the lines loosely and then start tightening up the lines and erasing what stray marks I've made during the initial sketching phase. I've tried adjusting the brightness and contrast and levels in Photoshop, but i cant seem to get clean lines. I have also tried Inking the drawing, still to have some what a similar effect.

Either get a pen or paintbrush and ink the drawing in on paper, or get out your tablet and draw the lines in on computer. If you don't have a tablet, get one.

Wave made a tutorial where she talks about turning a scanned, finished lineart directly into digital here:

It takes a while to load.
The part of the tutorial you want to look at is called "Preparing LineArt to Color."
It might be easier to go over your "sketch" in pen for this, but it might work so idk.

You can also look at here Lineart tutorial for tips in scanning in general (It'll be under "Scanning", duh :P):
