I really loved that dlc when it came out. The story levels were also a blast to play
Personally I really liked the Mass Effect 3 DLC. No not the "Extended Cut" which absolutely fucking nothing but Leviathan, Omega, Cital, and etc. Its not like they were hours long but they kept me occupied, they were entertaining, and its what I came to expect from Mass Effect. Out of those though I'd have to say Leviathan had to have been my favorite, 1/3 of the reason being the husk head you can get for Shepard's cabin.

Farcry 3 Blood Dragon - AN exapansion made by people who just wanted to have some fun and make something they wanted, which made it actually a completely decent DLC rather than your usual "let's get more money out of you" methods of shit, which consist of giving "new content" which had absolutely no reason for not being with the game to begin with.
Metal Gear Rising Revengeance Jetstream / Bladewolf, another 2 great examples of DLC, like with blood dragon (but much less so) they have a new campaign even if short with completely new gameplay and high difficulty. The reason why this one is so superior to most DLC which people might consider the same, is that it isn't just a effortless reskin like "let's have you play as this character!" which ends up playing either completely the same, or with absolutely no effort shoved into the levels / "unique" gameplay which is usually barely adapted or just shoving you inside the same game world, but looking differently!
As far as DLC goes, that is how you do it. You take the original game and have some fun with it, making something which can truly be enjoyed by the developer which in turn is enjoyed by the player. I fully approve of people wanting to make DLC like they did with Blood Dragon as it shows the content actually has heart in it. Sure it wasn't the best thing ever and it had problems, but the simple fact the developers enjoyed doing it clearly shows in the resulting content.
Of course that in't to say both games didn't have their own share of shit DLC, Farcry 3 itself had 'unlockable content' on the DVDs which basically stated the content was INSIDE the DVD but you needed to pay more to use it. That is total bullshit. As for Metal Gear Rising Revengeance that game had the greyfox 'reskin' DLC which fits as the exact opposite of a good character DLC, as they just changed the skin and put minimal effort into it and demanded money. But the fact remains that these two games did also have great DLC in the end, so future games should learn from this and only use such good DLC, then DLC will truly be amazing. But as it stands currently, most DLC is pure greedy shit.

Halo 3 Legendary Map Pack, the first DLC I ever got. It holds a special place in my heart because I played it with friends for nearly a year.
Anyone saying map packs is actually insane. Charging for maps is the worst thing to come out of this generation.
For best you're looking at something like the GTAIV expansions or Undead Nightmare. They're some of the few I consider good value for money. As good as stuff like Old World Blues for Fallout New Vegas is, they're just too expensive for what they are.
If you count expansions.

That will -always- be the best DLC in my eyes, no DLC ever felt more rewarding than that.
Maybe StarCraft: Broodwar, but it's kinda eeehh considering I like C&C RA2 a lot more back in the day.
As for actual DLC, Sid Meier's Civilization V - Gods & Kings. Considering the amount of workshop mods for it, really gave buying that DLC more value.

I think Mass Effect 2 takes the cake for best DLC. Two permanent squadmates, tons of missions, new weapons/outfits. Plus you get spectacular story missions like Lair of the Shadow Broker. There's a lot of hours of playable content out there.
I hear nothing but good things about Mass Effect 2's and Fallout 3/New Vegas' DLCs, but I haven't played them. As far as ones I've actually bought and downloaded, I have to give it to Red Dead Redemption's Undead Nightmare. Undead Nightmare effectively changed RDR's genre, turning it from brutal outlaws to brutal zombies that can only die from a headshot, or something else that's really REALLY strong (like Holy Water). The story itself wasn't too bad, but I'll be honest, I enjoyed galloping through the desert with a helpless zombie being dragged by my lasso a LOT more. Plus it gave us the infinitely fun Undead Overrun multiplayer mode, taking the usual Horde mode and making it a bit more arcadey, as well as forcing you to actually keep moving, instead of holding up in some corner and attempt going out in a blaze of glory.
And I feel like I should mention GTA IV's The Ballad of Gay Tony. New story, new activities, new vehicles, new weapons, even multiplayer itself was changed, giving us the almighty parachute. As much as I loved GTA IV's core story (as well as The Lost and the Damned), the over-the-top action that TBoGT brought was nothing but pure fun from start to finish.
Also the tank was fun in multiplayer. I liked shooting down helicopter pros with it.
I'm going to jump on the conformity boat and say that Mass Effect 3's Citadel DLC was some spectacular shit.

I had alot of fun with Uncharted 3's multiplayer DLC packs but that's due in part to the fact the multiplayer was already fun. I really liked Deus ex Human Revolution's DLC for extending the game another 5 hours.
Another honorable mention is Pigsy's perfect 10 for Enslaved: Odyssey to the West which gave you the chance to play as a new character with their own story and completely reworked the game play. It's no longer a brawler but a stealth/strategy game. It's meaty too, with roughly 5 hours of game play in it.
I don't know about best, but my favorite ones are "Harley Quinn's Revenge" for Batman: Arkham City and "The Shivering Isles" for Oblivion.
Also I just recently got the Dragonborn DLC for Skyrim, but I haven't played enough to call it the best or one of my favorite one, but so far it looks really good.
