How to Make an Imageboard?

I have no experience in programming at all, and I have searched around for simple tutorials for setting up an imageboard. I have not found any, most of them talk at level that is beyond me, and I really want to make my own imageboard.
Does anyone know how to make an Imageboard? And could you put it in very simple terms?
AND
Is there a way to restrict people posting on different boards, like not permitting posts, restricting specific names, and if there is more, what else can be restricted? And if this is not possible, what website format would be correct for this, but still very similar to an imageboard?

Well, as long as the premade ones are simpler, then I would prefer it. So I would say yes.
That second link is actually one I had found on my searches, and I found it by far the best, and I have a questions, assuming that it won't be answered by me getting a hosting and domain name, but before I ask them, where would I find a hosting and a domain name for free and that would function well with the imageboard)?
Is it MySQL?
I apologize for making this more remedial.

Well, the website that the aforementioned forum post is on is a free hosing website (http://x10hosting.com/free-web-hosting), so you could always sign up there and follow the instructions in the thread. And they give a choice of 3 different domains you can have a subdomain of. Me and my friends always used to use www.dot.tk for free domain names (talking years ago, like, 2005) when we made websites. So you could use one of those.
You won't get a .com for free, unless you got some paid hosting and they threw one in with the package, but you can pick them up for a few $ for a year these days. It's hardly expensive.
As with anything, you'll get what you pay for.
There's been nothing said here that you couldn't have found out yourself though, just use a search engine to find what you're after. If you have a specific question, then by all means feel free to ask but a generic "i want an image board" is such a broad subject and there are probably hundreds of suitable solutions.

Free is only ideal for mainly for unknown amount of effort I will place into it, after setting it up. If I'm gonna drop, I'd rather not pay for it, but if I continue it until regularity is assumed, then paying for hosts would be fine. But those free hosting sites are quite useful, thank you.
Well, the broadness of the subject is because at first, I wanted to validate my own research on what were actually good leads (because the internet is not always true, and validating it through an internet forum is a bit backwards...) and the first post actually answered exactly what I intended for the first purpose of this forum, and over the next few days, I will use this as a spring board for more specific questions, but due to the fact that I had not actually started, my specific questions were not entirely in my head just yet.
They will be coming, though.
