I know that the visual illusion is that the arches are moving forward in a kind of loop, but I need help figuring it out. Any assistance would be appreciated.

Maybe this method will work for you? Another way is to just animate a few frames and loop it, but if you want smooth motion this is another good way to go.
Hmm. Interesting. It'll take a lot of practise with that. I'll have to try it out more later.

Your best bet is to manually inbetween the arches so the head doesn't look as if it were tacked on. To do this you need to keep in mind the individual arcs never flatten, they just roll forward.

Maybe double some keyframes so that it has more anticipation.

Thanks. I wanted something sillier and not so technical-looking that was slower (dem double keyframes), but this looked good enough. Took too long.
