Consequences: more initial activity, more spam, topics about anything, over time less activity by serious users who get tired of unmoderated content, maybe illegal content, maybe complaints about illegal content, tons of plain +1 posting everywhere, tons of forum games, tons of introductory threads and self-advertisement, a slow death and decay of the community.

Spam threads and advertising bots wouldn't be deleted, that's the worst I can foresee. Mods go offline all the time and the BBS doesn't descend into anarchy. Why would it be any different if there were no mods at all?
