Can't remember name of game

There was this game where you went around and unlocked interesting things like upgrading from monochrome to 4-colors, to EGA, VGA, etc.

You'd unlock sound effects, NPC's, your attack, music, the ability to save, etc.

I remember they were making it into a much more ambitious title that would span across several art styles and I wanted to see how it was going and purchase it if it was complete.

But it has been lost amidst a sea of bookmarks :(
