Hello. My first post :3 yay. Anyways...

I want to know a program that would be good to make anime. I'm aware I can't just jump right in and do stuff immediately and it will take time, but I want to get started. Open source would be preferable, but I'm aware most things aren't open source XD Thanks!

I suppose you could make anime cartoons with most animation programs. You can find some here. Flash is probably best, but it's quite expensive. You can download a free 30-days trial version first though (from the Adobe website).

As far as I know, most professional anime are made in 3D programs like Maya, using their 2D capabilities for the most part and swapping to 3D when necessary.
