i'm guessing since you posted here you want it to be made using AIR for android? I would avoid that... i played with it a little, and performance was pretty good on higher end phones (galaxy note 2), but was bad when i tested it on a desire HD (which is probably low end by todays standards).
If people are good only because they fear punishment, and hope for reward, then we are a sorry lot indeed.

depends on the mobile device in question and how you develop the application. Blitting is your friend, here.

and whats the thing with iOS, will app run on all iOS devices if made in Flash or just some like for android. Actually what is best way to develop game for all android/iOS devices, is it eclipse and javascript, or actionscript can be used somehow?

each mobile device has different JS engines, and some don't support most features of JS.
Flash isn't officially supported be either iOS or Android, but I know at least Android has a download for it, and I think iOS does as well (hence the term "multi-platform")
