They enforce those rules because theyre idolized over there even more than in the west, like a cult around the celebrities.
This is either really stupid or a set up for more £££

Some stuff in Japanese culture are cool but this is just plain stupid. To remind that they are living in 21st century.

This. These Japanese companies, groups or whoever make these rules in order to protect the idols from the idiots out there who want to do whatever they want to do with them, and more importantly, they also make those rules to protect themselves from any sort of outside litigation and stay in the good graces of the public when it comes to buying their CDs, gear and so on.
Just as worse, if not more so are the overzealous otakus who are literally obsessed with a certain idol or idols, and there are many bizarre and disturbing things that they can do just to meet them, much less get close to them. Not to mention that some of them flip when they find out that said idol has a boyfriend/husband, and let's just say that it's not pretty when they send death threats to her and the mate as well for spurning them.
To be honest, I really do feel a little sorry for her considering her situation, but that's one of the risks you have to deal with if you sign up to be an idol in Japan. With all that fame and worship comes with a price, just ask Aya Hirano. {VA/singer}
Just stop worrying, and love the bomb.

Or Justin Bieber, as proven in his 2012 trip to Norway.
People need to calm the fuck out.
