Gir is the only cartoon character that ever made me literally laugh out loud every time he spoke so he wins :)

Mandy (The Grim Adventures of Billy and Mandy) because she was far too intelligent and perceptive for her age
Courage the Cowardly Dog because he's adorable and had good moral values
Courage's Computer because he was sassy and cynical
Ed (Ed, Edd, and Eddy) because he can crawl using his eyebrow and some of the shit he says is hilarious
Patrick Star (Spongebob Squarepants) because he had some seriously funny one liners
