As a minimum, secures funding, handles the accounts, makes predictions about the workflow and keeps investors sane and happy.
Depending on your organisation that could expand to other tasks like human resources, project management etc.
Basically, all the stuff that might get in the way and distract the developers.
You don't want your lead designer worrying that one of your investors is threatening to pull out 2 weeks before launch because he doesn't like the color scheme.
Obviously the role is not essential for a lot of flash projects but it all depends.
