Does it really matter? I mean it could be seen as police brutality, or it could be taken as self defense to make sure that he was completely subdued so that he could not attack the Bulgarian politician again. I mean, he was trying to kill another human being. If someone was trying to kill you, would you be freaking out and would have attacked back? Or would you have been like "hey man, let's stop this, please don't kill me," to which would probably be answered with a gun shot.
I don't know what would have happened, I mean whether the "assassin" succeeded or not, the outcome would have been the same; he would have been caught right there and everyone would still proceed to beat the shit out of him because he killed a politician, which is now I believe to be a crime against your country, which is considered treason or something. A lawyer would probably be able to argue this.
