From what I understand, the power of the klan when they rally, is they've filled out paper with the city to be there, so in other words, they're going to have the right to be where they are and speak freely. So when they agitate other people and those other people react to being called whores and whatnot, then the cities patty wagons are going to be just out of view..the moment they react.

It's an easy hustle. Agitate the protestors, make the protestors react, the protestors get locked up, the klan plays professional victim in court, gets a small psycho following, city charges court costs..

IMHO, the flyer from I remember of it, may be someone's truth and may work for them. I'd go a little further to say that meeting a pro victim registered with the city, as they agitate, without a calm mind can be a bad thing.
