Industrial Metal is a combination of Industrial music and metal. The metal part of the equation is characterized by down-tuned guitars and choppy, repetitive riffs. If you don't know that this fits Rammstein to a tee than you obviously haven't listened to a lot of Rammstein. The electronic bits of Rammstein may be lighter than in actual Industrial, but it still fits industrial even if only loosely. And if you think that Rammstein is rock, of all things than you just have problems.
Although it is not universally accepted, it is largely accepted that yes, Rammstein is industrial metal. While Rammstein is light, it is still industrial metal and at the very least is metal of some form. And I leave you with Sehnsucht.
