Synfig Studio. I would suggest the MorenvaProject version which is linux only. Although the windows version is also good.Its free and open source.Here is the site for the linux version http://morevnaproject.org/packages/

Pencil is pretty good and very easy to use. You should check it out http://www.pencil-animation.org

Syinfig is not very good in my opinion, I probably just don't know how to use it well. Can you upload a movie of your animation on sinfyg?

There's this one called Vectorian. Haven't really tried it out much yet, but it's free and makes flash (swf) files and it's supposed to be simpler and easier to use than adobe flash.
