How you imagin broken english as a langauge? I imagine the writing will be something a pissed off 9yo would say and speaking would be something like old asians speaking english (foreign toned).

i hope it would have an asian accent like you say. everyone knows the east is far superior to the west. more likely though we'll be speaking a new language called broken chinese which is just chinese with a heavy gwailo accent after the extremely powerful chinese samurais descend on us with their unbreakable katanas (they can cut a european longsword -- or tank for that matter -- in half! imagine that)

To answer the OP's question I'd say that broken english is pretty much an unofficial language, seeing what I've heard when I lived in Nigeria. Lots of people spoke in broken english.

Besides the youth of America...

I hate having to take an "english class", but a large portion of my peers bring the justification for this class to the table as soon as they open their mouths.

i wish i could recognise broken english as a new language because i would have an excuse to not use proper english.
but i can't. there is no grammar rule. each incompetent english speaker says things differently.

(actually i think that broken english should be regarded as an art. there is no unique rules to follow and you have to be really creative to construct broken sentences. and more importantly, you can merge two different cultures together by using broken english. you might be able to find expressions that are typical for other langauges, but are not used in english)
